tohatsu 20 hp stalls out at low revs

tohatsu 4 stroke 20 hp 6 year old motor. motor stalls out on 40% revs or lower. Runs fine at higher revs.
Motor will only idle with choke on.
I just discovered a fuel leak. This leak is a continuous trickle coming out of a hose which leaves from under the carb.
there are 3 hoses on this carb: one fuel line and two other hoses. the two other hoses are "T"ed together. the fuel is leaking from this unioned hose out onto the ground(or water). there is one larger hose leaving from the top of the carb and one smaller hose leaving from the bottom of the carb, they then T together.
I just cleaned out the carb which didn't solve the problem.
please help.

You need a carb kit if it's still leaking. The Needle is not shutting off the flow of fuel. When cleaning the carb, you have to make sure all the tiny holes in the jets are perfectly cleaned out. 99% of the time they won't idle when the jets are plugged.. Have you been running ethanol?
