Gamefisher 7.5 carb linkage

I just got my motor running and carb adjusted
and while i had it running I noticed when I moved the throttle on the tiller handle all the way to fast it wasn't even barely accelerating. The "accelerator flap" not sure the name of it (red arrow) was barely moving a very small amount when I moved tiller handle all the way to fast. And I looked around and found this cam like thing build onto the plate (blue arrows) that has 2 screws holding it in place ( blue arrows)
and the only thing I could think of is that it wasn't far enough out. So I loosened the 2 Phillip's screws (blue arrows) and moved it all the way out and frightened them.

Should I put this cam thing back to where it initially was or
is okay to have it all the way back
because now it is opening the "accelerator flap" allot more
for faster throttle.

Page 19 of the manual hopefully can help you better than me trying to type it out in a explanation.
