Running trouble.

I have a 15 hp 1974 ted Williams that I've been replacing gaskets on and fine tuning. I'm in a rut and not sure why it's nt running well.
Bought about 1 month ago and after a carb cleaning, it ran well. I trailered it 500 miles home and started going over it all. Was impossible to put into reverse or drive, but after a lower unit service, that problem was fixed.
Biggest issue I have is that I can get it running but it will not go full throttle. It takes 15-20 pulls to get it to burp and then I can open choke and get it idling. Put it into drive, Rpms lower and throttle is not good. Surges maybe once and then dies. Then comes the fun part of trying to get it running again.

Ive pulled carb off again and it was pretty clean. I did see it backfire through the carb twice today.

fuel pump bladder probably shot or carb has an issue with float or needle and seat or trash. Just because it looks clean doesnt mean it is
