Inboard 351 Windsor - Help on distributor & wiring

I got an inline tester and new plugs in the mail. not that I feel like it matters much if I dont have enough power at the distributor.

any thoughts on what to check?

So I've been reading a few other threads on low voltage to Ignition coil and a lot of them were pointing to the ballast resistor (the white box in the attached photo), I will check the resistance on it to see that its functioning properly, but sounds like that resistor inhibits the voltage to the coils on normal running conditions. There is another wire that jumps from the starter solenoid to the coil in order to get 12v on startup. Seems like Im getting neither.

check resistance between the distributor ground and the block. should be 0. you could have a grounding issue rectified by cleaning the clamp as the dizzy is grounded thru the clamp/contact with front housing on your ford motor.
