Question was posed to me and I am 1500 miles away. Guy has a 2002 Ford 302 straight inboard and will not start /turn over/trips circuit breaker when in water. Pulls boat out of water and it turns over and fires up right away at the ramp. Has brand new battery and voltage meter shows 14 when underway.Will also start in water when jumped. Couldn't get much info from him other than he bought it like that and PO "knows nothing". Any ideas ? Not sure if a pocket scanner will work on his PCM unless connections are the same as OBD 2.
