Poor performance issues

I have an '86 Wellcraft with OMC Cobra/4.3L powertrain.
Put it in the water and it has no reverse but jumps forward instead.
Got the boat turned around and on the lake, pushed the throttle forward and it moves like a 10hp outboard is pushing it.
The research I've done so far points to low electrical current or contact issues, possibly within the ignition system or power trim system. It's a 2 battery system with new batteries and cables.
Finally got the repair/service manual and ready to check out what the problem might be.
Question.....anyone have suggestions where to start?

First, welcome aboard
Second, with a new to you boat, you should do every bit of maintenance on every system before using

Service the ignition (file the points, gap them, verify dwell, set timing)

Service the fuel system (clean the carb, inspect the anti siphon valve, change the fuel filter)

Pull the drive, check alignment, check the gimble bearing and u-joints, find out why you dong have reverse
