Is there any way to convert an old 190hp stringer to a hydraulic lift for a reasonable price?

For tilt? I wouldn't think so. For trim, you can probably find the hydraulic setup by doing a little searching. Depending on the year, and what parts you wanna' get hold of, you could do that.

you can convert anything you want in 3 easy steps

sell what you have for a small pile of cash
pour contents of your wallet and bank account onto the pile to make it bigger
take pile of cash and buy what you want

no, you can not convert a stringer to hydraulic tilt
yes, you can add the hydraulic motor mounts for trim
