Tracing an old boat's title and registration...?

I'm replacing the prop shaft in my neighbor pal's son's '88 Cobra. We just had a chat. Seems the son bought the boat and spaced off the paperwork. Now a problem since Iowa has new reg. stickers this year. The kid (third owner) needs to do his part by shaking down the seller for the title/registration.

If he comes up empty handed, is there a way to trace the HID back to the original dealer? Story is the dealer owned the boat, gave it to his son as a gift, then sold to the neighbors kid. Friggin kids.....

take the reg numbers to the DMV or what ever IOWA uses.
