2002 Mercury 40HP EFI Vapor Separator

On my 2002 Mercury 40HP EFI outboard I noticed a gas smell and traced it down to gas coming from hose that is connected to the vapor separator/high pressure fuel pump. The hose that it is coming from is goes from a hose barb on the vapor separator next to the connection for gas from the low pressure fuel pump and then connects to a fitting on the plate below the motor and allows the gas to dump outside to the cowling. Gas leaking is not constant and I've only seen it while the motor is on idle. Had not noticed this until recently. Is this normal or is there a problem with the vapor separator?

I don't have that exact motor but my Merc 115 EFI probably is similar and it does not dump gas. I would think that it might be the needle and seat for the float on the low pressure side. If that got stuck open the VST would flood and there would be gas leaking somewhere.
