Mariner 8HP Carb Photo? Hole in Casting?

Attached is a photo of an engine my brother is working on. There appears to be a hole in the casting that fuel spills out from. Can anyone tell from the photo if this hole is supposed to be there?

Is the hole in a brass insert, or just the carb body? it might be an air bleed, or a bowl vent. When is the fuel spilling out, while running, when tilted up, when lying on its side?

A model # can be a great help

Engine is upright. Running good. After a 30 seconds or so, fuel spills out the hole. No brass insert.

If you squeeze the primer bulb, can you get it to spill fuel?

Yes, it will spill fuel after squeezing the bulb which would indicate the needle is not properly seating I presume. Still, this hole looks entirely unnatural, and before proceeding with a carb kit, I would like to know if exists on similar carbs.

Fuel bowls are vented. If they weren't, a carb would not function
