Butterfly closed position - Merc 2004 40hp 2st 2 cylinder model 40 ELPTO

Cleaned the carburettor then re installed. The butterfly is in the closed position. Have I set the choke or throttle linkage wrong. I have noticed when pushing in the key to activate choke there is a faint tick instead of a pronounced click. Have checked battery charged and the fuse is ok. The starter engages but won't start. There seems to be good spark.

I think the primer is working by looking at the fuel bowl level changing when pushing in the key. The spark plugs are dry so will pull off the carb and set the float, something I didn't do. There seems no action with the choke linkage arm, not sure at what point that kicks in.

That is the throttle butterfly..you have no choke butterfly with a primer system.The primer works off pressure in fuel system. Sound like incorrect starting procedure. Try pumping bulb tight, hold in key while cranking till engine hit and then quit pushing in key.
