Fuel bowl washer

Hello, I have a 1984 mercury outboard. I was replacing fuel bowl gasket and noticed on the bottom inside of the bowl, there is a washer/gasket. What purpose does it serve? There is also one on the outside where fuel bowl bolts in and I realize it's to stop fuel leaking out bottom of bowl but what the one on the inside for? I ask because I lost it and wonder if its neccessary?

Not a clear picture I know but it's easy to find a better pic online. There seems to be a inner and outer. I'm curious about the inner.

It seals the bottom of the main discharge passage to ensure fuel is only pulled thru high speed jet...
