2003 Mercury 40 HP 4-Stroke Head Bolt Torque

Hello everyone! Anyone have the head bolt torque specs for my engine? I've searched online and this forum. Maybe I missed it?
I have water in my oil, and being that I'm broke, want to re-torque the head bolts to see it that fixes it. The engine has low hours on it. I've had no overheating problems or any other secondary indications besides water in the oil. I do not have the money to have a mechanic disassemble it and do the proper head gasket replacement.
Any torque specs is greatly appreciated! Thanks, Tim

Hi. From service manual for Merc/Mariner 40 4-stroke:
Powerhead Mounting Bolt Torque: 28.0 lb-ft (38.0 Nm)

?----I believe the party is looking for cylinder head bolt torque !---Sorry , I do not have that value.

I check-torqued the head, flange and intake manifolds. One head bolt (#1 in the tq sequence) wasn't torqued completely and actually required about 1/4 turn.
When breaking it down I did notice that the crankcase breather inlet had a lot of oil/water sludge and I was wondering what that meant. I was thinking maybe the water is coming in from here? Anyway, I took a few pics. The first is the crankcase breather hose inlet, then the inside of the valve cover and the last is the clogged head oil passage.

Is there anything else to check?
