No water exiting the transom exhaust ports at idle RPMS just hot air.

Hmm, could be. Maybe the water tube completely missed the upper receiver and I only think they are attached. Guess that means that I will have to drain all that new Gear Lube Plus I put in. Should be no problem to re-use it.Maybe this time I will put the water tube in the upper first then attach that to the lower as I bolt it on.

That is what happened to me right before I sold my bayliner last year. The water tube wound up beside the connection in the upper. Seemed to run fine on the hose because the water pressure filled the cavity. Guy put it in the lake and it started overheating quick. Definitely worth a few bucks worth of gear lube to check it out.
