Mercruiser 470 3.7 L shift plate & neutral safety switch - where does it install?

I have a 1983 Mercruiser 470 3.7 L, and I have a real newbie question. Where does the shift plate/neutral safety switch assembly install at? On the engine? I bought my Mercruiser 470 engine separate from my boat (and will be installing the engine soon).

On a related note (I think), the previous owner of the engine labeled 2 black wires near the back where the coupling is as "Neutral sensor switch". It seems like those 2 black wires are somehow related to this shift plate assembly.

The plate usually is mounted to the bolts/studs of the exaust manifold either the 2 ,3 or the 3,4 there is a connector block that goes with the plate.
The shorter wire goes to the upper screw witch is also a ground and the longer wire goes to the insulated side with a wire going to the neg side of the coil.
