mercruiser 888 sterndrive 302 shifting problems

my engine starts in forward and i took off the shifting cables and the arm moves freeley while the engine is running and dosnt shift to netural or reverse

where did you remove the cables??

you tried moving the cable that goes from the engine to the drive and no fwd/rev??
