My 1995 Alpha 1 Gen 2 is leaking gear lube from around the shift shaft on the top of the lower. Can the seal be replaced without dropping the lower? Also, is there a reputable place where I can download a manual for my outdrive?

No, the lower comes off ,the shift shaft cover bolts removed, and you CAREFULLYlift the shift shaft and cover out of the lower. The seal is replacable by itself

Per Bt D "carefully" means insuring the shift shaft is clocked correctly at reassembly. The top leg should point forward at 12 o'clock with the drive in FWD, 10 o'clock in REV. If you get it off by one spline you'll be disassembling it again.

Easiest fix is to purchase a new bushing assembly. It's the cover with the seal installed. 815921A21 or Sierra 18-2353.
