Also checked again IAC is working if I plug both ports on the valve cover starboard side the oil cap and PVC hole then plug the TB nipple where PVC line plugs into it doesn’t die keeps running

That's 15 Hg at 1000 rpm. ver try to force the TB a bit more closed with your hand?

Otherwise the only thing left is the the TB gap. Most have a sealed adjustment screw.

The rpm isn’t Adjustable on this TB it says 600 NA idle?

Sounds like you need to hook up a laptop with the Rinda software on it and find out what's going on....

I know what the book says, just wonder if there was a set screw that was sealed up like the one on my MPI

yes there is one on the bottom of the TB with a star bit

Did you eventually find the problem? I'm having the same issue. Only strange thing I've found is the TPS is reading 4,5Volts (WOT) while the throttle is closed..

If someone comes across this post, the answer to the question; check te connector on the TPS sensor. Should be a black / grey / blue wire. The same connector is used for a valve about 5cm from te TPS sensor, with black / grey / green wires.
