stall-sensitive throttle on startup / slower warmup - Merc4.3

I'm experiencing a low RPM and stall-sensitive startup after some recent repairs:
- Replaced lower shift cable
- water pump service
- replaced cylinder gaskets
- serviced and remounted exhaust manifolds & elbows

First time out since repairs, my engine turned over fine, while cold, but idled low under 1000rpm. when I try to throttle up a little bit to warm it up, its very sensitive and will stall out with too much throttle. After 20-30 seconds, I can slowly throttle up, and then it feels like it clears a sludge ball, because all of a sudden it idles fine and is fully responsive to throttle.


I've always had the "sludge" moment, but just thought it was part of warm up, and it would clear instantly when I throttled up a little bit. Generally, once I got past that, I knew I would not stall on the ramp.

after warming, it restarts fine. No issues with low end speed, throttle, shifting. no leaks - all is good.

A week later... cold, same experience.

Additional info, maybe unrelated.... at WOT, I'm getting a popping noise that I don't remember hearing before, but I generally don't run at WOT, so it could be an unrelated, old issue.

Any thoughts, pointers, suggestions on the cold/startup?

is the idle a single adjustment of fuel flow, carburator, or both? Seems that more "throttle" isn't really the solution. It feels more like a "choke" issue.
