1976 Evinrude Hyd cylinder trim

I rebuild the cylinder 2 weeks ago due to internal leak on the piston seal. Now, I am have similar problem. The trim hyd cylinder doesn't hold the motor and it slowly going down again. I did bleed the pump but still no luck. Can anyone tell me what I need to do next ?

if there is no visible leaks then i would think<br />that the valves are leaking by
