1994 88spl johnson whistles

I have a 1994 Johnson 88spl. It runs fine, but I notice a faint whistle sound once in a while coming from the OMC control box when I turn the key(but not turning over the engine). Any suggestions? Thanks.

Warning horn. Horn is suppose to self test when you turn key on. It is telling you it needs to be repaired, should be loud.
