cant remove steering cables

i need to know how to remove the steering cables to my johnson 175hp motor. My steering locked up and upon some rather poor advise I was told to force it to move by the steering wheel. Now I also have a broken steering box I can't remove, all this and the cables are still locked up!

When you say you can't remove the steering cables, what exactly is the problem? Are the nuts frozen?

the nuts are off, I get get the cables out of the push pull tubes on the motor.

Spray pivot tube with WD40 and let it sit overnight and drive end of cable through with a hammer and a wooded dowel.
