1953 evinrude lightwin metal shavings

Just bought a 53 lightwin and i noticed some metal shavings while the engine was running. Took off the cover and saw the starter pawls were rubbing on the flywheel cover. I'm not sure what caused this or how to go about fixing it. Thank you

Look on the bottom of the recoil. Sometimes the screw holes mushroom or wear down. Try a thin washer to space the recoil away from the fw.
