2003 johnson/evinrude 150hp

Engine on houseboat, idles, revs fine at dock,when powering up, gets to about 4000rpm, starts to surge, rpm drops off. Can put in nuetral & rev up fine, soon as its in gear it starts to surge. Carbs have been rebuilt, new plugs, fuel supply from tank ok.??? Fuel pump?

Does the mtr want to have a smooth surge or does it start to buck ??
