1973 18 hp leaking fuel pump when priming

Rebuilt the fuel pump worked fine 4 weeks later i go and prime the primer ball and fuel comes out of the line going to the carburetor at the fuel pump, I am wondering if it could be a stuck float in the carburetor or if i need to break down the fuel pump again and check all the springs and valves.

I think both of your guesses are good. I think the only way to be sure is to break down the carb and inspect the float needle. Here's a link on how to re-build the fuel pump that may be handy too. If worse comes to worse you may have to get a new fuel pump, but check all the basics first.
