1976 Johnson 40EL76 Remote Steering Problem???

I just acquired the above motor that is on the back of a 1971 Winner Marauder. Apparently the previous owner monkey rigged up some type of steering for this that is not functional or safe. At some point the tiller handle was removed. I took it to a small shop near my house and they seemed to think this is not able to be set up for remote steering. My question is what type of steering assembly could be used with this motor if any? Shame to have a decent running motor that I cant use on this boat. Any help is appreciated.

Can't be set up for remote steering??? Now that's just crazy. Of course it can be steered remotely. There are several systems that will work, some better than others. The best is the old fashioned cables over pulleys system, but it must be set up correctly. The modern push-pull cable steering found on boats today can be adapted, but it leaves a bit to be desired.

Lets start with a picture of your present monkey system and go from there.
