Clamp screw, swivel plate

Looking to replace the swivel plate on the screw clamp for my evinrude. I have a new screw plate and retainer clip but unsure how to secure it to the screw clamp. Looks like the other side is peened over but not sure if or how to do it.

I think you are talking about the transom clamp, there is a special tool to crimp the washer onto the screw, you can use a socket to do it.
Lay the engine on its back and put the socket against the back of the transom clamp and compress the washer onto the screw, make sure and use a socket small enough to just fit around the end of the end of the screw.
