I'm having a heck of a time finding Boat Armor 1000, Permatex Aviation, or 3m #847. I want to do the Impeller/pump rebuild tommorrow if weather permits. Any experts think this stuff Permatex2 non hardening will suite well enough?

So, do you know if it's a good enough substitute for OMC adhesive M?

Permatex 2 is a flange sealant for casings. Adhesive M is for holding exhaust seals in place. The two are in no way similar.
A silicone adhesive would be adequate to hold the new exhaust seals in place to assist in reassembling of the lower.
