mixture screw initial setting on 1999 2 cyl,single carb 25hp Johnson

Engine idles fine,but when given more throttle,it coughs and cuts out.I have had the carb off and set and cleaned it,I got advised that the initial mixture screw setting was 2.5 turns out.I thought this was wrong at the time,seeing as most motors
are 1.5 turns out (from lightly seated) anyone know what the initial setting should be?
