70hp needs choked to get to WOT

Finally took it out on a small deep pond locally to try it out.
starts fine...put into gear and runs a little rough..throttle and would die if I did not hit
the choke a few times..and then runs fine at higher speeds.
Slow down before I can get to full speed (smaller pond) and sometimes could take back off okay...most of the
time have to hit choke once or twice.
I have taken this thing apart, bored out, new pistons and everything. Very excited to finally get a good manual and able to do the link n synch...I was having trouble figuring out.
what would be causing this to happen?

Low speed circuit or off idle circuit of carbs is dirty. If it runs well choked until the throttle butterflies open the high speed then it's a fuel thing. Or poor compression, but most likely you need to revisit the carbs.

Do all the butterflies open at the same time? Does the problem go away of you have someone pump the bulb continuously? I dont work on those old ones though so value anyone else's opinion more than mine. Just answered cause there were no replies.

Your local dealer may have a service bulletin on these.-----There were carburetor issues with them in those years.
