2008 evinrude etec 115

I have a 2008 evinrude etec 115hp starts and runs good up to 2000 rpms anything over that it cuts out and runs like crap

I've changed coil and throttle position sensor

Get a computer on it and see what the read out says.

Yep, get the EVdiag on it, verify that EMM knows it's in gear...the "monitor " screen is your friend here.
