1989 40hp Evinrude vro carb issue

engine purrs at idle...gags at full throttle. Picked up a few carb kits and started tearing into them. Only the top carb had fuel in the bowl. Is there any reason other than the carb that could be causing that?

I have been finding a bunch of fuel lines with the inside all busted up. You cant really tell from the outside. They are a little softer but you would have to handle them daily to tell the difference.

Well fingers crossed...carbs and new fuel lines, in the motor, are in. Time to breath fire in her and see what happens.
