Throttle Adjustment

I have owned my boat since 1987 and I have never had to adjust the throttle. The motor is a 1978 Johnson V6 235HP and was rebuilt in 2016 at a machine shop in Barrie ON. No adjustments were made to the throttle after the rebuild and I can only get 4500 rpms at wot. Could someone please explain to me how to adjust the throttle? Thank You! gerry

Hold on ------First determine if you have spark on all leads !!-----Sounds like it is running on 3 cylinders.---While turning the proop put it in forward gear at full throttle.-------Is the timer base against the stop, yes or no ?------Are the throttle plates horizontal , yes or no ?----How many hrs on it since the rebuild ?
