My motor is charging at 13.1 volt when running average speed how do I test rectifier and Stator thanks

Battery might be fully charged. In a regulated system, the charge rate sounds about right. Peak charge would be 14.1, probably at close to WOT.

Is the motor new to you -- any operating issues?

At only 13.1 volts it will not be charging the battery, at least not at any significant rate.unless the battery is in a very low state of charge or nearly unserviceable.

My guess would be a defective rectifier, assuming the battery is good, but they are too expensive to buy based on a guess without proper diagnostic testing.
