Johnson 2002.. 115 2stroke 1 carb was leaking fuel (bad needle) and would foul the one plug . so put 4 new float ,needle and seat kits in. float set level .
Now when you run it wide open about 800 - 1000ft out it starts to surge like running out of fuel . Didn't do that be for :(
I'm at a lose ANY Ideas are welcome

Pump the primer bulb and see if she will run better at speed. If so, look for a fuel restriction, air leak, clogged fuel filter or something else.

You did put the correct inlet needles in the carbs? They are adjusted per spec? The high speed jets are clean?

There may well be more than one problem with your motor.----The fouled plug is a concern.------Trouble shooting should be done.-----" no money spent tests "------Do a compression test.-----Followed by a spark check.---Good spark jumps a gap of 3/8" or more, does it , yes or no ?----Perhaps test run with a different fuel tank and hose.

as said fouled plug was from bad needle not stopping fuel that's why I did the carbs :)
jets clean
all adjusted to spec
Compression is 132 -136 in all 4 holes

Not sure on needle and seats going to check part # again
will try a different tank and pump ball test
Thanks for the spark test idea will try that

Chris I think you may have a point ,,
The kit I got # 438996 seams like it don't cover my carb body # 5004464 and I can't find a part # for a kit .

If anyone can help with a number that would be great ….

2002 115 J115PLSNF...….body # 5004464

The internet seems to think your carb kit is indeed 438996. Unfortunately, I couldn't find another kit for your motor. You might see a dealer.

Just so you know, when ordering carb kits for my '98 Johnny 150HPV6, I received the wrong kits, and had to send them back and get the correct kits elsewhere. They had listed some Sierra kits for my motor, even though they did not fit. The gaskets were different.

Hope you figure it out.
