1992 Evinrude 9.9 Choke Question

I have a 1992 Evinrude 9.9 with remote controls. The ignition key has a function to push in while turning the ignition. This either shoots fuel into the carb or chokes it, I can't tell. Although I think it shoots fuel in because it can easily become flooded. So I have two questions.

1. What exactly does it do when I'm pushing the key in while turning the ignition?
2. Would the same motor with a tiller handle also have the same function or would it have a manual choke?

It depends if it is a factory remote model or a converted motor. I will go with a factory model that does.not have a recoil installed. You should have a primer which is just a valve that opens and closes. When the starter is cranking the fuel pump pushes through the primer, when the key is depressed ,into the motor. A tiller motor has an actual choke flapper.
