1991 Johnson 9.9 will not start

I have done everything. Spark check ok,compression 100 lbs both cilenders ok, fuel pump pumping ok
removed carb total teardown carb cleaner brush and rebuild kit. Getting fuel in bowl on carb. Still nothing so I took carb off and cranked motor and shot either(try not to use it much and put wd40 in cilender to oil up again) In to port where carb goes and it fired up and ran like crazy for 8 sec. I then put carb back on and cranked motor while blowing compressed air in to carb to see if I could force fuel into it if it and get it to fire. Got zilch.
my question is are the reed valves bad or is there a problem in the carb I am am missing.
I normally can figure out what the problem is by elimanation(this is fuel delevery) but this one has me stumped. Any help will be appreciated

Back to square one. I just checked spark again and not getting any on either cylinder do not know what I did or did not do to loose spark will have to follow the electric to see where it stops at
