Throttle won't return to idle

I have a 1988 evinrude 28 hp 2 stroke. It will run like a top but when I shift from gear to neutral the throttle stays wide open. All of the linkages within the motor seem to be well lubed and work without any type of binding. Is this maybe an issue with a cable binding in the control box? It shifts from neutral to forward/reverse just fine, but shifting from gear under a load back to neutral is a little stiffer. Thanks in advance.

Sounds like you disconnected remote cables at the motor, and checked motor linkages. That would be the right approach. Similarly, check travel of the cables with them disconnected -- jamming usually means replacement. Sometimes the anchor point at the motor is an issue.
