Raise the mtr to the full tilt position. Then check and fill the fluid. Then cycle it up and down 10 times and re-check fluid.

it wont raise up by itself. I can manually raise it up and down even with the screw that you loosen to let it down without power is tight.. it acts like there is no fluid in the main cylinder, only the two smaller ones.

Did you re-check the fluid level? Normally, it takes more than one raising and filling to get rid of the air if it exists.

Also, don't forget to close the manual release valve after filling.

yes and yes. I have raised and lowered it manually about twenty times and it doesn't matter if the manual release valve is open or closed I can still raise and lower it manually.
