Rebuilt carb but low idle needle falls out?

Ok so I rebuilt the card on my 1971 Skitwin 40 hp. Just got it firing good after a coil replacement and a carb rebuild. Ran great for bout an hour then on way back home checked the engine while under full throttle and the high and low speed needle was moving all over the place. Then noticed the low speed came out with a silver bushing. I redid the packing did I do it wrong? Did I rebuild wrong? Any help is appreciated. Some of the cork gasket material came out also with the needle.

Have all the required packing parts in there, then tighten the packing nuts enough that it takes some effort to turn them and then they won't be vibrating out.

The packing nut is the one at the face of the carb -- tightens the needle down (also called a gland nut and a few other things). Point is to tighten it down enough to keep the needles from vibrating loose, but not so tight that you can adjust the needles with the knob(s).
