Tohatsu Power trim

I have a tohatsu 40hp outboard , the power trim solenoids just click , no action to power trim motor , nothing,
both solenoids have been changed , I have jumped 12 volts directly to the power trim motor both up and down and get Nothing, took the motor apart, it does not smell burnt or look faulty, it spins freely by hand . Sort of lost here on what the next step may be, it appears the motor is bad , any input would be great , thanks in advance

You didn't specify model, but in general, if you put power to the TT motor and it doesn't run, it's bad. You may or may not be able to get a new one; If not, you could go to a local auto electric shop (that does alternators and starters, etc.), and have them repair it.
