New Carb for Honda BF90 has no idle mixture adjustment?

I have a 2003 BF90. The main #4 carb got damaged/cracked while I was cleaning it. (Don't ask). $285 later and I have a new shiny one now. However, the new carb's idle mixture screw is limited. The screw has ears on it to only allow it to be turned a quarter turn each way. Is this something new from Honda to not allow adjustment?

I can share the fact that if you can get the one that's in it now out, your original (from the broken carb) would fit in it's place.

That's good to know. I'm not sure I can get this one out without damaging the threads or anything else. I'd have to cut the ears off of the screw and they are recessed in the carb body. May just leave it. Seems to be running good as is but wanted to be able to adjust it.

It's an idle fuel mixture adjustment limiter put on by order of your friendly EPA...they're also on lawn mowers, chain saws, etc.
