2013 Tohatsu MFS15C Electric starter in-op

This motor only has approx. 20 hrs. previous outing, when loading on trailer the shifter would not come out of forward, when lifting the motor to put support rod it came out of forward. Now the electric starter will not activate and when I pull the crank cord it is very slow to rewind and only rewinds halfway. Battery has 12.99v. Any suggestions appreciated.

You probably jammed the starter lock (which prevents recoil start in gear). You may also have bent the shift lever shaft, so even though the handle is not in gear, the LU may actually be in gear. Probably need to fix the recoil and lock, and verify the shifting is working correctly, and the neutral switch is working properly.

Agree with Paul. One idea that might help troubleshoot would be to disconnect the shift cable from the motor. Then try shifting both sides separately. That should tell you where your issue is pretty quickly.
