Tohatsu 9.9 b2 motor flooding it's self

Hey I own a tohatsu 9.9 B2 motor mabey 1970/80 I dunno it seams at full throttle it only run 2000/3000 RPM
But when I pinch the fuel line so no fuel goes thru the line the motor picks up rpm and speed then starves of fuel
It might be the carberator or the timing OR the ignition I dunno
Also it's a 2 stroke

The M9.9B2 is from the 1980's. Quite obsolete, but covered in the Factory service manual. Carbs and associated parts are NLA new, but water pump kits are still available. If you want to get by, check everything over: fuel, electrical, and mechanical systems -- in that order, using the Factory service manual as a guide. Be aware that if you end up needing any carb bits, you are done.

How can you determine if OB is running 2-3K rpm without a induction tach ? test with a new fuel line, current one being that old with connector o'rings way worn out may be sucking air into fuel flow and OB missing...
