Force 9.9hp cowling in the way

I have to replace my sparkplugs on my 1991 Force 9.9. The top one is easy to take out but the bottom one I can't get out. It's not stuck its just the lower cowling is in the way. I need to service the carb also but it's such a tight spot I don't want to loose a bolt/screw.
Is their a way to drop the cowling off or do I have to take the entire powerhead off. If I have to take off the powerhead is their any gaskets I need to replace?
Gaskets are hard to come buy for this motor so. Any suggestions would help.

If anyone needs photos, model/serial numbers just ask below I will post them.

Yep! The cowl is in the way and Nope, it doesn't come off.

I sympathize with you because it is a difficult task just to remove the bottom spark plug boot.Then, you need an open or box end 13/16 wrench to loosen the plug. After changing it, it is even more difficult to replace the boot--but obviously, it is do-able.

Yep Frank is right. I have to use a wrench type key to access bottom plug on my 15 hp Force. Rather easy once you have the right tool.
