will not pump water impeller ok chrysler 10hp

i have a 10hp chrysler sailor which will not pump water i have had the leg off and the impeller looks OK i spun the out put shaft with an electric drill and it would only pump when the water level was over the impeller housing and it wasn't a brilliant output but that could just be the drill i would think a couple of thousand revs

Fill out the profile,you might be close to someone who can help.
New impeller? How old.Housing scarred?Pics?
The drill aint gonna do it.The pump usually starts while deep enough in the water.Then it will suction while it's moving.
Replace the impeller it's only a few $$$ J
