'98 25HP Force

My son has a '98 25HP Force OB.
Runs but will only idle with the choke closed.
We dismantled toe carb, cleaned, replaced needle, adjusted the float level and re-assembled.
I tried adjusting the idle mixture......no help.
Any other hints?
I covered the idle air bleed jet and it had no affect???
Didn't remove the main nozzle......maybe I needed to for additional cleaning?

Sounds like not enough fuel coming through, will it idle with choke open while squeezing primer-bulb?

Didn't think of that!
Has a primer on the front of the engine......I think pressing that helped when pressed.
Will need to verify next time........

There are 3 jets that have to be open to make sure the carb operates right.
It sounds like one is clogged??

2 on the top of the carb(one under a white screw)
The 3rd on the side of the main nozzle.
Make sure they are open, a welders tip cleaner works well.

On the top of the carb is the air screw.
Set it at 1 1/2 turns and adjust from there.
The first 4 posts in this forum have tips and trick to make your motor run better, they include
a link and sync setup for just cleaned carbs.
