Plugs in or out when setting the timing on #1

If I leave the plugs out (and grounded) it will ensure me that the Flywheel spins fast enough to produce spark when cranking at WOT.

But will it spin too fast to set the timing accurately?

No that's the way to set the timing.
Setting at 28d will result in a final result of 30d.
Or you can try to set it when the boats running wide open on the water :)
I tried that once, NEVER again.

Thanks Jerryjerry, I did it with plugs in, but I RE-do it with the plugs out.

IF.. the battery and everything else is good, can it not be with the plugs in?
because in normal operation the plugs are always in

You not asking for normal operation.
The only way the plugs should be in is if your doing the high speed timing setting.

You can try it, let us know how it works for you?

I have not checked the timing-setting with the plugs out to see if it is different.

were you being sarcastic when you said "you can try it, let us know how it works for you?

Ha ha no, I don't even think that it's possible to keep the light on target.
but we're misunderstanding each other, I guess I should of been more clear about my question.

I meant to ask; to do a static timing check (@ WOT) are the Spark-plugs in or out?

Plugs out.
Wires grounded.
When I was a newbie and learning how not to do somethings, I tried the high speed bounce.
My boss sent me on the test. Got back and he was laughing at me.
Says, Hey Jer how's the knees?? Laughing.
Never did it again.
