Does this look like water on the plug. Compression 136/139. After changed head gasket the first time I took it out seem to run good but lost 10mph. 2nd time I took it out it ran like pretty bad still lost 10mph. It used a ton of gas for the little bit I was out. It’s got good spark, clean carb, fresh fuel.

The plug on the right, is that the bottom plug?
The bottom plug runs the fuel pump, the pumps diaphragm might be bad?
That can cause the 10mph and the excess fuel use and the poor burn on the plug.

Yes, right plug is bottom plug. So I changed the head gasket and that has reduced the amount of water (if it is) in that cylinder. What are some ways for water to get in there. Like I said 135/139 on compression, spark look really good, sprayed carb cleaner in it while idling and going down the river, nothing helped. I retorqued the head gasket 2 times. Changed spark plugs with new one on the river and didn’t change anything. Fresh gas 50:1. I have a good back up motor but would soon rather fix this one if possible and keep back up for now. What are some ways water can get in cylinder? Head gasket, cracked cylinder wall, exhaust gasket? Any other ways ? What is the easiest way to tell what it is.

A cracked Cylinder-wall is one of them but unlikely as your head-pressure is decent.
I would look at the head-gasket & Head also the Block side because the mating-surface could be gouged (possibly when old gasket was removed)

The Head can be "warped " and not sealing right (no matter how tight the bolts are)
to check this; lay the Head on a flat surface, preferable on a piece of glass to see if it flat & straight

If I am a betting man, my money will be on the exhaust gasket. With good compression, you can presume the following to be good or intact.
- Head gasket
-Cylinder
-head
-block

The PITA in replacing the exhaust gasket is the removal of corroded bolts. Make sure you soak them real well with penetration oil. I use PB Blaster which I personal find to work well for me.

Water in the lower cyl. exhaust port cover.

Recently bought a snake camera for my phone.$11
Has a good picture and can access the exhaust through the plug holes.
