My 98 for e 120 idles up and down in neutral. Could it be trash in the carbs or jets?

Maybe. You can check by taking the fuel bowl off of the carb(s) and look. Is there an inline filter between the fuel pump and carb? If not, you might want to install one.

If all looks OK, then you may need to check/replace the fuel pump diaphragm. If the rubber diaphragm is old and stiff. it doesn't work like it should.

I have a filter in place. I will check for trash and clean the jets. I' hoping that's the issue. I am also going to check the timing. Will an automotive timing light work on a 2 stroke outboard?

Yes a automotive timing light will work. Unless you have adjusted the timing it will not be out of time. There are no timing belts or chain on it. Check for leaking fuel hoses from the tank to the engine. Clean the carb(s).
